Dear Sir:

Florida Power Corporation proposes to revise pages 12C-11 and 12C-12 of the CR-3 FSAR, Appendix 12C, Section 5.1.2 and Section 5.1.3.

All operators and backup licensees are now required to take a one (1) week simulator training course each year.

Backup licensees not assigned to CR-3 are required to work at least five days on shift during each four month interval.

This will help reinforce their operating knowledge and update their knowledge of the plant.

Backup licensees assigned to CR-3 are involved in the day-to-day operations and do not nee / to shift work assignments to update their knowledge of tile plai. -

Attached are the affected pages 12C-11 and 12C-12. These changes to the CR-3 FSAR will be made by amendment to the FSAR.

' ON-THE-J0B TRAINING 5.1 MANIPULATION 0F' CONTROLS TO CHANGE REACTIVITY

- Since.it will be unlikely that all licensed operators and backup licensees can make ' ten reactivity control manipulations in two years, this requirement may be met by a combination of simulator training and. actual. reactivity changes.

5'.1.1.

Actual Reactivity Changes When an operator makes a reactivity change. as defined in Sec-tion 2.2, he shall fill out an 0JT form and give it to the Shift Supervisor that directed the change who will sign it and send it to the Training Coordinator. A reasonable effort will be made to keep _ the reactivity changes equally distributed between all

. lleensed operators and backup licensees.

5.2.1

~~ Simulator Training i

All operators and - backup licensees will annually take the one week simulator course, consisting of a combination of the simula-i tor, lectures, and study.

Both normal and emergency operations will be incorporated in the program.

Emphasis is placed on the i

emergency. operations and other infrequently performed evol u-l tions.

The simulator instructions will document all op-ations performed, evaluate each operator, and send a written report to the Operations Supervisor. Prior to implementation the Simulator Program will be submitted to the NRC for review.

5.1.3 Back'up Licensee All backup licensed personnel participate in an annual requalifi-cation program presently consisting of approximately 25 days per year. This training also helps to maintain proficiency of backup licensees.

Each licensed individual is also required to partici-pate in 10 combined actual and simulator training reactivity changes every two years.

Also, the annual review of procedures

' by each licensee and the semi-annual evaluations initiate i

involvement in plant operations, which helps to maintain profi-i i

ciency.-

5.2 OPERATION OF CONTROLS AND KNOWLEDGE OF PROCEDURES At the beginning of every quarter the Training Coordinator will supply each Shift Supervisor with a list of operations and proce-dures to be reviewed.

If the operation is performed and the pro-cedure used, the requirement will be satisfied for the man doing the operation.

An OJT form will be filled out and signed by the Shift Supervisor.

If the operation is not performed before the quarter is over, the Shift Supervisor will have each licensed operator and backup licensee " walk-through" the operations using the appropriate procedures.

5.3 DESIGN CHANGES, PROCEDURE CHANGES, OR FACILITY LICENSE CHANGES All licensed operators and backup licensees will be informed of any changes in design, procedures, facility license, set points, or any other parameter affecting plant operation by the methods described in AI-500, Conduct of Operations.

5.4 REVIEW 0F ABNORMAL AND EMERGENCY PROCEDURES Instructional sessions and emergency drills are conducted by the Shift Supervisor for all of his shift members with such duration and frequency that the information contained in the following volumes is covered annually.

Emergency Plan Emergency drills will be accomplished using the control panel and describing what would be seen on the instruments.

The action to be taken shall be discussed; actual manipulation of the plant controls is not required.

Videotapes may be used in the instructional sessions.
