Three Mile Island Nuclear Station, Unit II (TMI-2)

Operating License No. DPR-73 Docket No. 50-320 IE Bulletins In response to your letter of April 17, 1980 concerning IE Bulletins for TMI-II, we are transmitting to you herein our guidelines for establishing action on i

past and future bulletins. Also, enclosed is an identification of each bulletin which we have determined to be not applicable to TMI-II or to be of a long ters nature. The remainder of the bulletins are undergoing further investigation and a determination of their classification will be provided by June 30, 1980. The gt.idelines by which we determine bulletin classifications are as follows:

1) Long Term Action -- IE Bulletins or portions thereof that are not applicable to systems that relate to the maintenance of a safe shutdown condition in the recovery mode.
2) Short Term Action -- IE Bulletins or portions thereof that are applicable to systems that relate to the maintenance of a safe shutdown condition in the recovery mode.

NOTE: Portions of IE Bulletins requiring actions performed in or addressing the Reactor Containment Building or in areas access to which is restricted for ALARA considerations will not be performed with the remainder of the short term bulletin actions.

No action will be taken at this time on long term bulletins. They will be reevaluated for applicability in June of 1983. Short term bulletins will be responded to in accordance with a schedule to be provided in our submittal of June 30, 1930. Any short term bulleti.3 after Sulletin 30-09 will

be responded to in an appropriate manner within the time frame specified within 3

the bulletin. All long term bulletins after Bulletin 80-09 will be identified as such within the ' action period in the bulletin.
