Gentlemen:

This refers to the inspection conducted by Messrs. Brownlee, Cochran,

McFarland, and Vallish on October 25-27, 1972, of activities authorized

by AEC Construction Permit No. CPPR-57 for the Arkansas Nuclear One,

Unit 1 facility and of your quality assurance program for work to be

performed under an exemption from the requirements of 10 CFR 50.10 for

the Arkansas Nuclear One, Unit 2 facility. Our findings were discussed

by Mr. Brownlee with Messrs. Moore, Bland, and Beam of your staff and

Messrs. Loth and Sly of Bechtel Engineering Corporation (Bechtel) at

the conclusion of the inspection.

Areas examined during the inspection included the reactor vessel and

internals modification, control rod drive motor tube extension analyees,

main steam and pressurizer safety and relief valves, primary coolant

pump and internals installation, pressurizer installation, reactor

vessel internals installation, main steam block valves, control rod

drive controls system installation, 125 volt vital a.c. system in-

stallation, 125 volt vital d.c. system installation, standby power

supply, scram trip breaker installation, engineered safeguards elec-

trical system installation, Interim Field and Nonconformance and

Disposition Reports, valve wall thickness verification, Document

and Wald Material Control, and progress of construction.

Within the scope of this inspection, there were no items of noncom-

pliance identified.

At the conclusion of this inspection, seven items remained unresolved

on Unit 1.

your staff, that AP&L will:

1.

Paddle-Type Flow Switches

Obtain information regarding the extent to which paddle-type

flow switches are utilized within the nuclear oiping eystems.

2.

Babcock and Wilcox Company (B&W) Safety Cabinets - Internal

Panel Wiring

I

Require that B&W perform an engineering evaluation of all

'

saf ety cabinets regarding conformance to the separations

criteria for internal cabinet wiring.

3.

Cable Installation in Control Room and Computer Room False

Floor and Floor of Main Control Panels

Require Bechtel to evaluate cable installation under the

control room and computer room false floor regarding separa-

tions, loading and quality workmanship criteria.

4.

Aluminum Instrumentation Housings Located Inside Containment

Determine thac the aluminum instrument cases within containment

are accounted for in the containment alaminum inventory.

5.

Storage and Inspection Program For Installed or Stored In-Place

Equipment

Determine that Bechtel does have and is implementing a quality

assurance storage and inspection program for installed or stored

in-place equipment.

6.

General Electric Company (G-E) Reactor Trip Breakers

Obtain test data on the G-E reactor trip breakers (four).

7.

Qualification of Containment Instrumentation

Confirm that instruments located within the containment building

were designed and qualified to function following the DBA.

We will examine these items further on future inspections.
