This refers to the inspection conducted by Messrs. Brownlee and Crossr.an on

November 28 - December 1, 1972, of activities authorized by AEC Construction

Permit No. CPPR-57 for the Arkansas Nucleer One, Unit 1 facility, and of your

quality assurance program for work to be performed under an exemption from

the requirements of 10 CFR SC.10 for the Arkansas Nuclear One, Unit 2 faci-

lity. Our findings were discussed by Mr. Brownlee with Messrs. Moore, Bland,

and Bean of your staff and Messrs. Loth and Sly of Bechtel Engineering Corpo-

ration at the conclusica of the inspection.

Areas examined during the inspection and our findings are discussed in the

enclosed inspection report. Within these areas, the inspection consisted of

selective examinations of procedures and representative records, interviews

with personnel, and observations by the inspectors.

Within the scope of this inspection, to violations were disclosed.

Two new unresolved items resulted from this inspection and are identified ~

,

in Section III of the Summary of *he enclosed report.

These items will be

examined on subsequent inspections.

We have examined actions you have taken with regard to previously reported

unresolved items. These are identified in Section IV of the Sum =ary of the

enclosed report (Item 72-8/1).

In accordance with Section 2.790 of :he AEC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulation.,, a copy of this letter and the enclosed

An inspection was conducted on November 28-December 1.

inspected included the preoperational testing program, the onsite

training program and previously identified outstanding items.

The inspection revealed one violation of FSAR requirements involving

lack of review of a preoperational test procedure by the Test

Working Group. A notice of violation will be included in the

letter to the licensee.
