ALL POWER REACTOR LICENSEES Gentlemen-i This letter is being sent to all licensees euthorized to operate a nuclear power reactor and to all applicants with application for a license to operate a power reactor (FSAR docketed).

The NRC has scheduled regional meetings to discuss the upgraded guard qualification and training requirements published in the Federal Register on August 23, 1978 and the guidance on this requirement contained in NUREG

0219 as well as the contingency planning requirements published in the Federal Register on March 2J, 1978. An agenda, the dates and locations of the meetings, and a registration form are enclosed.
