Dear Sir:
In accordance with 10CFR 50.59, the Sacramento Municipal Utility District hereby proposes to amend its Operating License DPR-54 for Rancho Seco Nuclear Generating Station, Unit No. 1, by submitting forty (40) copies of Proposed Amendment No. 39 This Proposed Amendment is in response to an NRC letter dated August 4, 1975, which requested determination of our compliance with 10CFR 50, Appendix J.
As stated in our September 5, 1975 reply letter to Mr. Karl R.
Goller of your Division of Reactor Licensing, to be in compilance with the containment leakage testing requirements contained in Appendix J, six additional penetrations must be added to the list of penetrations subject to Type C testing, and the Emergency Hatch will be tested after each opening.
The purpose of this amendment is to provide these changes.
The following penetrations are added to the list of components subject to local leak rate testing, as found in Technical Specifications, Section 4.4.1.2.1.

Letdown to Purification Demineralizer Line (2)
Pressurizer Re1lef Tank Gas Sample Line (3)
Reactor Coolant System Vent Header (4)
Pressurizer Relief Tank Nitrogen Supply Line (5)
Pressurizer Sample Line (6)
Reactor Coolant Drain Tank Header Section 4.4.1.2.5 is revised to have the Emergency Hatch seals tested after each opening.
