Dear Mr. Stello:

In accordance with Operating License DPR-54, Appendix B, Section 5.6.3.2, the Sacramento Municipal Utility District is submitting a copy of the changes to the California Regional Water Quality Control Board, Central Valley Region, Order No.76-169.

The new order number is76-170 and includes the following changes:

1) Page 1, Item 9, had the authority for radioactivity monitoring delegated to the Nuclear Regulatory Commission.
2) Page 2, Item A.1, had hydrazine limits added to the

" Effluent Limitations" section.

3) Page 2, Item A.2, had a statement added to allow for exceeding the pH of 8.5 when the inlet water pH exceeds 8.5.

4)

The specified units throughout the order were changed to metric units.

5) Page 4, Item 8, had the order number changed from 76-169 to 76-170.
6) Page 4 had the new expiration date added.

A copy of CRWQCBCVR Order No.170 is attached for your information.

NPDES NO. CA0004758 WASTE DISCIIARGE REQUIREMENTS FOR SACRAMENTO MUNICIPAL UTILITY DISTRICT

, RANCHO SECO NUCLEAR GENERATING STATION, UNIT I SACRAMENTO COUNTY Tha California Regional Water Quality Control Boar'd, Central Valley Region, (here-cfter Board), finds that:

1.

Sacramento Municipal Utility District submitted a Report of Waste Discharge, Corps of Engineers No. 075-0YR-2000286, dated 9 February 1972, for the Rancho Seco Nuclear Generating Station, Unit I.

2.

This generating station is located in the southeastern portien of Sacramento County, in the area between Clay and Hadselville Creeks, approximately three miles (4.8 km) east of Clay and one-half mile (0.8 km) south of Twin Cities Road (State Route 104).

3.

Sacramento Municipal Utility District proposes to discharge a maxi =um of 4.8 million gallons per day (2101/sec) of vastewater at one discharge point into Clay Creek, a tributary of Hadselville Creek, which is tributary to Laguna Creek, and the Cosutnes River.

The discharge will be located in a portion of the SW-k of Section 29, T6N, R8E, MDB&M.

The discharge will consist of treated domestic sewage, floor washings, storm drainage, cooling tower blowdown, make-up water and condensate treatment wastes.

4.

The beneficial uses of Clay Creek, Hadselville Creek, Laguna Creek, and the Cosunnes River are irrigation, livestock watering, esthetic enj oyment, limited recreation, and fishing by local residents; preservation and enhancecent of fish, wildlife, and other aquatic resources; and recharge of local ground-waters.

5.

The Board, on 25. July 1975, adopted a Water Quality control Plan for the Sacramento-San Joaquin Delta Basin.

6.

Effluent Limitation, national standards of perfor=ance, and toxic and pretreat-ment effluent standards established pursuant to Sect' ions 301, 302, 304, 306, and 307 of the Federal Water Pollution Control Act and amend =ents thereto are applicable to the discharge.

7.

The discharge from SMUD Rancho Seco Nuclear Generating plant is presantly governed by waste discharge requirements adopted by the board in Order No.74-174 on 22 February 1974.

8.

The Board has notified the discharger and interested agencies and persons of its intent to prescribe revised waste discharge requirements for the proposed discharge and has provided them with an opportunity for a public hearing and l

an opportunity to submit-their written vicus and recommendations.

9.

The Nuclear Regulatory Commission has sole authority to regulate nuclear plants discharge of source, by-product, and special nuclear material.

~ 11. This Order shall' serve as a National Pollutant Discharge Elimination System

permit pursuant to Section 402 of the Federal Water Pollution Control Act, or amendments thereto, and shall take effect at the end of ten days from the date of hearing provided the Regional Administrator has no objections.

IT IS ILEREBY ORDERED, the Sacramento Municipal UtilIity Distirct, Rancho Seco Nuclear Canerating Station, Unit I, in order to meet the provisions contained in Division 7 of the California Water Code and regulations adopted thereunder and the provisions of the Federal Water Pollution Control Act, and regulations and guidelines adopted thereunder shall comply with the following:

A.

' Effluent Limitations:

The discharge of an effluent in excess of the following limits is pro-hibited:

Receiving Water Limitations:

1.

The disch ge shall not cause visible oil, grease, scum, or foam in the receiving waters.

2.

The discharge shall not cause fungus, slimes, or other objectionable growths in the receivir.g waters.

The ' discharge shall not cause the con. centration of dissolved oxygen in 3.

the receiving waters to be less than 5.0 mg/1, 4.

The discharge shall not cause a violation of any applicable water quality standard for receiving waters adopted by the Board or the State Water Re-sources Control Board as required by the Federal Water Pollution Control Act and regulations adopted thereunder.

If core stringent applicable water quality standards are proculgated or approved pursuant to Section 303 of the Federal Water Pollution Control Act, or amendments thereto, the Board will revise and modify this Order in accordance with such more stringent standards.

C.

Provisions:

1.

Neither the treatment nor the discharge or pollutants shall create a nuisance as defined in the California Water Code.

2.

The requirements prescribed by this Order supersede Order No.74-174, adopted by the Board on 22 February 1974, which is hereby rescinded.

The daily discharge see is obtained from the following calculation for any calendar day:

Qi and Ci are the flow rate (MGD) and the constituent concentration (mg/1) respectivelp, which are associated with each of the N grab samples which may be taken in any calendar day.

If a composite sample is taken Ci is the concentration measured in the composite sample, and Qi is the average flow rate occurring during the period over which sa=ples are composited.

4.

The 30-day average discharge rates shall be the arithmetic average of all the values of daily discharge rate calculated using the results of analyses of all samples collected during any 30 consecutive calendar day period, respectively.

If fewer than four samples are collected and analyzed during any 30 consecutive calendar day period, compliance with the 30-day average discharge rate limitations shall not be determined.

5.

The daily maximum concentration limit shall be determined from the analytical results of any sample, whether discrete or composite.

6.

This Order includes items 1, 3, 5, 6, and 7 of the attached " Reporting Requirements".

7.

This order includes items 1, 2, and 4 through 11 of the attached "Stan-dard Provisions".

8.

This Order includes the attached " General Monitoring and Reporting Pro-visions" and Monitoring and Reporting Program No.76-170 as specified by the Executive Officer.

9.

This Order expires 1 February 1979 and the Sacramento Municipal Utility District must file a Report of Waste Discharge in accordance with Title 23, California Administrative Code, not later.than 180 days in advance of such date as application for issuance of new waste discharge require-ments.

10.

In the event of any change in control or ownership of land or waste dis-charge. facilities presently owned'or controlled by the discharger, the discharger shall notify the succeeding owner or operator of the existence of this Order by letter, a copy of which shall be forwarded to this Board.

The discharger shall use the best practicable cost effective control technique currently available to limit mineralization to no more than a reasonable increment.
