S ACRAMENTO MUNICIPAL UTILITY DISTRICT (RANCHO SECO) - DOCKET NO. 050-0312
Attached is our report of a routine unannounced construction inspection
that was conducted at the subject facility on June 12-15, 1973. The
items of noncompliance and the documentation deficiencies observed could
well be the result of the changes in QA management and personnel described
in the report. We expressed our feelings on this matter during the
management interview. The licensee is aware of the effects of these

changes and assured us that steps were being taken to ensure ful.i. imple-
mentation of the QA program.
Sign-off of the manufacturer's revised data reports prior to final
measurements of the control rod drive pressure tubes does not appear to
us to be an acceptable practice. However, the question appears to be
academic for the Rancho Seco tubes since the UT measurements showed these
tubes to be satisfactory.
