By letter dated Deces.1ber 2,1976, we sent sanple fire protection icchnical Specifications to you for your guidance in proposing Technical Specifications. You responded oy application for license amencoent dated February 1,1977.

Cased on your response, the responses of all other licensees of operating power reactors and further review and considera-tion by us, we have revised the sample Technical Specifications and are enclosing a ecpy for your guidance. These revisions do not change the scope of the equipment or administrative controls cover d by the previous sample fire protection Technical Scecifications. However, the action statements have been revised to describe cove appropriate corrective r.ieasures to be taken in the event a liniting condition for operation is not met. There have also been changes in the surveillance frequency on sorse itens for consistency with the overall system surveillance schedule.

Upon co spletion of our evaluation of the fire protection program for your facility, tne Technical Specifications for your facility are to be revised to incorporate all elements of the final fire protection systems and ado.ini-strative controls. Allowance will be made for codifications that require auditional time to conplete by n6 king certain equipment or system specifi-cations effective at the time such equipvent is installed and operable.

In the interin, until ne are able to cosiplete our evaluation of year fire protection sutmittal, we will require impleacntation of fire protection Technical Specifications on the existing fire protection equip. rent and aoministrativo enntrols at your plant.

Therefore, you are requested to resubmt such proposed interin Technical Specifications within 20 cays of j

your receipt of this letter. We expect your resubmittal to include all elements of these revised sample Technical Specifications in the detail indicated including specific identification of equipment such as smoke detectors. The only acceptable reason for not proposing a specific item given in these sample Technical Specifications would be that no such equipment or system presently exists at your facility.

In such cases where you depart from the sa:aple Technical Specifications, state the justification in your application.
