Dear Mr. Reid:

Your letter dated October 24, 1975, described the length of our first refueling cycle and its application to Surveillance Testing several air filtering systems.

We have now successfully completed the testing of all required venti-lation and filtering equipment with the exception of the Reactor Building Purge System.

The test remaining on this system is the inplace DOP/ Freon leakage test of its HEPA/ Charcoal filters.

We are asking that this inplace leakage test be deferred until just prior to first refueling, thus exceeding the Surveillance interval by approximately six months. This request is based on:

1.)

All other required and similar systems have been given the leakage tests and found to meet Technical Specification limits.

2.)

The charcoal has been sampled and found to exceed the mini-mum requirement for Iodine removal efficiency.

i 3.)

This system is used only infrequently for Reactor Building Ventilation. No credit is taken for Iodine or particulate removed during purging.

4.)

Safety Analyses does not make use of this system.

5.)

Based on the gradual reduction in Charcoal filter Iodine removal efficiency, we will be replacing all of the Charcoal prior to first cycle Spent Fuel handling.

6.)

Following installation of new Charcoal Filters, the system will be given both the DOP and Freon leakage tests.

The requested extension will not effect the Health and Safety of the public, while it will allow us to avoid an unnecessary and expensive early test.
