Box 15830 Sacramento, California 95813 TR ads ACRS (16) Centlemen: We have revievaI and evaluated Sacramento Municipal Utility District (SMUD) letter or February 15, 1974, and referenced material which are in response to our letter of January 22, 1974. The information provided relates to the authority and organizational freedom of QA personnel within SMUD, Babcock and Wilco =, and Lechtel Corporation performing work on the design and construction of Rancho Seco Generating Station, Unit No.1. This review and evaluation considered the dutics, responcibilities and authority vested in persons responsible for verification of quality by testing, inspecting, and auditing. We also reviewed the organizational arrangenent and the administrative control and technical direction exercised over these persons with particular attention given to freedon and independence from the pressures of costs and schedules. Based on our evaluation, we conclude that sufficient authority and organizational freedon c::ists to enable QA personnel to perfore their critical functions effectively and without ror ervation for the design and construction of nancho Seco am, Generating Stction, Unit No. 1.
