Crystal River Unit 3 Docket No. 50-302 Operating License No. DPR-72 Florida Power Corporation

Dear Sir:

Enclosed are forty-three (43) copies of the Report BAW-1490, Rev. 1, July, 1978, Crystal River Unit 3 Licensing Considerations for Continued Cycle 1 Operation Without Burnable Poison Rod Assemblies and Orifice Rod Assem-blies.

On June 2,1978 we transmitted to you copies of BAW-1490 which provided -

analys'es of continued Crystal River Unit No. 3 operation with Burnable Poison Rod Assemblies (BPRA's) removed. Since that time, two additional core alterations have been proposed. These are:

1) the complete removal of all Orifice Rod Assemblies (0RA's) except for two (2) wh.ich will be used in fuel assemblies containing the primary neutron sources, and 2) the repla~ement of four (4) fuel assemblies with appropriate fuel assemblies acquired f rom Duke Power Company (these 4 assemblies are referred to as Batch 1-X in BAW-1490, Rev. 1).

BAW-1490, Rev.1 is intended to superseda BAW-1490, and incorporates the effects of all three modifications, i.e., BPRA removal, ORA removal and fuel assemblies replacement.

Section 6., Proposed Modifications to Technical Specifications, of BAW-1490, Rev. 1 is included for completeness of information only. A formal request for Technical Specification changes will be filed under separate letter acccmpanied by the appropriate licensing fee.
