Dear Mr. Warren:
Confirming our telephone ecoversation this afternoon we would appreciate the views of the Federal Power Ccmission, as soca as possible, on the effects of delay in facility operation af several nuclear power plaats in terms of the need for power to be provided by these plants by the time prasently scheduled by the utilitit:a involved.
' Ibis information will be used in our determinatiac, puis aant to Sectica E.3 of 19Pendix D,10 CFR Part 50 cf wnether the ecastruction permits for these plants should be suspended, in whole or in part, pendir.g ecapletion of the required on-going NEPA review.
Section E.2(e) requires that we consider
'the effect of delay in f acility ecmstruction or operatien upon the public interest.
Cf primary importance under this criterien are the power needs to be served by the facility; the availability of alter-native sources, if any, to meet those needs on a timel) basis; and delay costs to the licensee and to consumers".
