Roy, Chief, Field Coordination and Enforcement Branch Office of Inspection and Enforcement, Headquarters SACRAMENTO MUNICIPAL UTILITY DISTRICT, RANCHO SECO UNIT 1 DOCKET NO. 50-312 Enclosed for your infomation is the report of the investigation of allegations concerning poor welding workmanship, defective welds and record falsification encountered during the fabrication of spent fuel storage racks for the subject facility. The investigation was con-ducted from October 21,1976 through November 17, 1976. The allegations concerning poor workmanship and defective welds were substantiated by our inspectors, with Region IV assistance. While the allegation of record falsification could not be substantiated, our inspectors are confiderit that fabricating facility representatives indulged in a certain p
amount of prevarication in response to interrogation at the fabrication site.
Licensee representatives have stated that the racks are presently being returned to the fabricating facility for repair. Periodically, during the repair, IE:V will conduct inspections at the fabricating facility, accompanied by licensee representatives, and will perform nondestructive examinations of the repaired fuel racks.
Because the fabricating facility has a contract to construct fuel storage racks for Arkansas Unit 1, it is recommended that Region IV vendor inspections be periodically conducted at th? facility. We intend to forward a copy of the investigation report to Region IV with our request for their inspection of the fabrication facility.
