K In accordance with Technical Specifications for Rancho Seco Nuclear Generating Station, Section 6.9.1, and Regulatory Guide 1.16 Revision 4, Section C.2.b.2, the Sacramento Municipal Utility District is hereby reporting the following Reportable Occurrence as RO 77-2.

On February 18, 1977, auxiliary feedpump P-319 was removed from service
(
at 0700 to perform maintenance on its breaker. This pump has a motor drive which is actuated on a safety features signal. Prior to taking Pump P-319 out of service, the redundant auxiliary feedpump P-318 was tested and it performed satisfactorily. Pump P-318 has a steam turbine drive that is actuated on a safety features signal and a motor drive that can be manually,j actuated from the Control Room. Following completion of the maintenance O,
work, the clearance was lifted from Pump P-319 at 1320, and the pump and,.
breaker were tested and returned to service at 1409.
The following day, February 19, an Operator on normal rounds checked Pump P-318 and discovered a manual /overspeed trip indication. When the pumo had been tested the previous day, an Operator stopped the pump using the manual /overspeed trip but did not properly reset the unit at the breaker.
As a result, during the seven hours, nine minutes period that Pump P-319 was out of service, neither auxiliary feedpump was available for safety features start. The remainder of the period that Pump P-318 was not available, Pump P-319 was in service. Following discovery of the trip condition, Pump P-318 was reset, tested and returned to service at 1407.
Safety Features auxiliary feedpump operation is necessary if the condition causing the safety features actuation requires a cooldown of the unit and both main feedpumps are not available. If this had occurred during the period when both pumps were not available, Pump P-318 could have been started manually from the Control Room on its motor drive to provide the required feed flow. Since this occurrence was the result cf operator error, the Assistant Superintendent, Nuclear Plant Operations, will direct all Shift Supervisors to ensure that members of the Operating crews are aware of the proper mechod to reset trips on these pumps.
No plant.Itutdown or transient was associated with this occurrence.
