SUMMARY
The first corporate level interview was held with the principal officers of SMUD and those representatives of the Bechtel Corporation who have responsibility for the design and construction of the Rancho Seco reactor facility. _. The Bechtel Quality Assurance Engineer, SMUD Station Superin-tendent and SMUD Nuclear Plant.~.nalyst were present during the interview.
The SMUD Ceneral Manager - Chief Engineer (principal executive officer) was interviewed prior to the principal meeting.
Bechtel Corporation has' been hired as an extension of SMUD's Engineering and Construction Department and will act as architect engineer for SMUD.
However, SMUD will approve all design and construction activities and
~ all contracts for construction will be let by SMUD. Bechtel will be responsible for the major quality control inspection effort unier the close scrutiny of SMUD.
The excavation for major structures at the site has begun and was expected to be completed by June,1969. Bids were expected to be received and the contract to be let for the major civil structures in April, 1969, with 3
j construction scheduled to start in July, 1969.

Construction Management-Topics discussed during the interview included all of the items listed in PI 3915.01 a-n.
Mr. Mattimos described the manner in vhich SMUD expects to implementiche organization for the design, construction, quality assurance and quality control programs at Rancho Seco.
Bechtel, Vernon Office, has been hired as an extension of SMUD's Engineering and Construction Department. Bechtel will also act as the architect engineers for SMUD on Rancho Seco. However, SMUD will approve all design and construction activities. All contracts for construction, i
including the installation of the-nuclear components, will be let by SMUD.

Bechtel will be responsible for the major quality control inspection effort under the close scrutiny of SMUD. Vendor inspections will be performed by Bechtel's Inspection Division which is attached to the San Francisco Office. SMUD will get a copy of all vendor inspection reports. Bechtel has assigned a Quality Assurance Engineer, Mr. Wilms, to coordinate and follow all aspects of quality control at Rancho Seco.
A Quality Assurance Coordinator is also being hired by SMUD to provide i
an independent audit. Consultant firms will be hired as deemed necessary by SMUD.- Details of the total quality assurance program at SMUD were still in the process of being negotiated between SMUD and DRL.

According to Mr. Mattimoe, the excavation for major structures at the site has begun and was expected to be completed by June, 1969. Bids were expected to be= received and the contract let for the major civil I

All equipment that has a long lead time such as the turbine-generator has been ordered.- Babcock and Wilcox has started.co work on the pressur-i izer and has the steel plate for the steam generators on hand. No work ~
