PENETRATIONS THRCUGH FIRE BARRIERS INSTALLED AT DAVIS BESSE, UNIT 1 1
Fire tests perfonned by Factory Mutual Research Corporation (FMRC) in August 1973 established the adequacy of BISCO SF-20 (a four part sili-cone foam material formulated and installed by Brand Industrial Services, Inc.) as a fire retardant seal for electrical conduit and cable tray penetration through fire rated barrier walls and floors. The FMRC tests were conducted with a minimum sealant thickness of about three (3) inches between the conduit or cable tray and the edge of the structural cut-out.
Actual installations at Davis Besse. Unit 1 are substantially different from the mock-up specimen that was tested at FMRC. These differences (such as large size openings and cable tray resting directly on the concrete) have raised questions about the fire resistance adequacy of the foam sealant as installed at Davis Besse, Unit 1.
When Brand 1
Industrial Services, Inc. was no longer able to obtain the four com-ponents necessary for the BISCO SF-20 forttulation, they replaced it with a similar two-part foam manufactured by Dow Corning ar.1 called DC 3-6548.
A three hour ASTM E-119 type fire test was performed at the Fire Research Laboratory of the Portland Cement Association on April 12,1977 for the Toledo Edison Company which demonstrated the fire resistance equivalency of the two foam materials (BISCO SF-20 and DC 3-6548).
As you know, a meeting was held on August 25, 1977 where yot and your fire protection consultant presented additional infonnation'to the NRC staff about construction details of cable penetration seals at Davis Besse, 1

5 staff concluded that the fire retardant seals for electrical penetrations through fire barriers at Davis Besse, Unit 1 were conditionally acceptable.
However, you were asked and agreef to perform certain full scale fire tests acceptable to the NRC staff to verify the adequacy of configura-tion and the installation of seals that represent worst case departures from the original test perfomed by FMRC.
The specific configuration, installation and tests to be perfomed are specified in the enclosure to this istter. This confimatory testing shall be completed within six (6) months from your receipt of this latter.
Any deficiencies in configuration and/or installations identified by this confimatory testing shall be corrected within three (3) months from the completion of the confimatory testing.
This testing program is to cover only fire retardant sealants around electrical conduit and cable tray penetrations of fire barriers. The adequacy of fire retardant sealing around other penetrations through fire barriers will be evaluated in your NRC response to Appendix A of BTP 9.5-7 and your Fire Hazards Analysis Report for Davis Besse, Unit 1.
