i Centlement This refers to the telephone conversations between you and Mr. Evans of your staff and Messrs. Flore111 and Knop of this office on September 29, 1977, regarding corrective action required relative to the depressurization event occurring at the Davis-3 esse Unit 1 Nuclear Plant on Sept, ember 24, 1977.

As discussed during our conversation with you on September 29, 1977, l

we understand that you will:

i 1.

Evaluate the actuation of the steam, feedwater rupture control i

system and determine what corrective actions must be taken to Improve reliability of this system during future oper.2 tion.

2.

Evaluate the cooldown of the primary system and determine that j

resulting stresses in the piping and/or vessels were within acceptable limits.

3.

Evaluate the pressure excursion in the primary system to determine

}

that the transient, including boiling effects, did not cause damage to the primary system, to the re. actor vessel or it's internal componects or to the reactor fuel.

4 Determine why the steam generator was emptied and evaluate the short and long-term effer ts of. the transient on steam generator I

2 to determine that there irere no excessive stresses caused by i

primary to secondary pressure differential, thermal shock or by allowing the steam generator Jo go dry.

Review all available data and determine what equipment did not i

function es designed. For equipment so identified, determine the cause of the failure and steps to preclude future failure.
