Dear Mr. Stolz:
Resulting from Mr. W. R. Butler's May 21, 1976, letter received May 25, 1976, concerning the design of reactor pressure vessel support systems on Davis-Besse Unit 1, The Toledo Edison Company with cooperation from its Architect Engineer and NSSS vendor has developed a tentative schedule for performing the analyses which would be required to respond to the request attached to Mr. Butler's letter.
The following schedule represents a potential approach based upon a detailed, systematic analysis of the Davis-Besse Unit 1 specific reactor vessel support system.
It must be emphasized, as indicated below, that Toledo Edison is continuing to evaluate alternative approaches to the identified NRC concerns, and at this tLse does not consider this schedule to be a commitment of this project.
Milestones for the tentative schedule are as follows:
1.
Begin mobilization and scope clarification 7/1/76 2.
Initiate program activity 9/1/76 3.
Break location and break sizes determined 8/15/77 4.
Mass / energy release rates determined 11/15/77 5.
Cavity and core aP determined 1/15/78 6.
Support loads and cavity stresses determined 9/15/78 7.
Support loads evaluated and results submitted to NRC 3/15/79 Should any problems be encountered which would rcquire sdditional iter-ations in the acalyses, an additional year may be required for the final evaluation and results.

We are continuing to review alternatives to addressing this study with other B&W NSSS users in order to take maximum advantage of generic aspects of the study; changes to the above schedule may result from this effort. As our approach to the study materializes, we may be contacting I
you or your staff to jointly review our plans in order to assure that the f
studies we perform will alleviate your (.oncern regarding the adequacy of the Davis-Besse Unit 1 reactor vessel stpport system.
With the concurrence of your Licensing Project Manage;, we have deferred our response to Mr. Butler's letter in order to take advantage of a users group meeting scheduled after the requested response period.
