REQUEST FOR EXTE?tSION OF TIME TO COMPLETE NATURAL CIRCULATION TEST - DAVIS BESSE, UNIT l We have evaluated your letter dated June 15, 1978 requesting an extension on the time allowed for completing the Natural Circulation Test on the Davis Besse :tuclear Power Station, Unit 1.
We find acceptable your reouest to conduct the Natural Circulation Test after 120 effective full power days but not greater than 150 effective full power days of operation.
We concur with your statements that the recent problems encountered with the Burnable Poison Rod Assec:blies and Orifice Rod Assemblies impacted the completion of this test prior to our requested completion date of i
June 16, 1978 Also, we concur with your statements that this test should be conducted when the moderator temperature coefficient at hot zero power condition is zero or sl1ghtly negative.
Since the moderator temperature coefficient will not be zero or slightly negative until apprcximately 120 effective full power days (because of the removal of the burnable poison rod asse211es), your request for an extension of time to run this test after 120 effective full power days but not greater than 150 effective full power days is acceptable.
Our basis for allowing you to proceed as stated above is based upon the completed Oconee 30.1 tests which have confirmed natural circulation for Oconee No. I and your calculational results which demonstrate i
