This letter is in response to your letter of November 15, 1978 in which you advised tne !iRC that you judged that you will be in coroliance with tne increased orotection recuirenents of 10 CFR 73.55 by Februarv 23, 1979 through inplerenting tencorarv neasures concensatory to equipment exceptions to fully inplenenting the orevicusly sub.itted olan.
We urge that plan be further revised without delay to erecncass identi-fication of the equipment exceotions and corresnonding cor'oensatorv neasures (if necessary) to be imnlemented. The plan should also scheefule the equipne9* completion ana compensatory '"casure chasecut.
It has been our practice to cersonally discuss with tt'a licensee security plan i aplccentation difficulties such as you bave advised us. The acoroach you descrioeo in tha $lovenber 15, 1978 letter apoears to be acccota3le and to nake such a aiscussion unnecessary. On the other hand we would, be cleased to acet with you if it would be to an advanta"e.
The staff is continuing to review your latest submittal. Wi th early receipt of the precosed anendrent the total clan revis should be con-olete to support the full implementation of an 49C anoroved clan by February 23, 1979.
