DESCRIPTIO!i 0F REQUEST:

Measurenents at Oconca Units 2 and 3 indicate that reactor coolant flow exceeds design by about 11'4.

Iligher than design flow could cause several fuel cic=ents to lift under the influence of the higher core pressure drop.

By Transfer of Lead Responsibility Ictter dated May 23, 1975, the Office of Inspection and Enforcenent has requested Reactor Licensing to evaluate the increased flow to deternine if any safety problem exists.

According to safety analysis subnitted to IE:II by 3GW on May 2,1975, the postulated lifting of fuel clenents does not constitute an un-reviewed safety question.

Duke Power Congany's amplifying letter of }hy 23, 1975 (transnitting Unusual Event Renort UE-270/75-7) discusses t:1e results ' f measure-o ments made to detect sli ht fuel elenent lifting.

d No lifting was evident.

Technical Revicw is requested to review these reports (copics of which are enclosed) for acceptability and provide a written evaluation of the results of their review.
