- NOTICE OF CONS _IDERATION OF ISSUANCE OF FACILITY OPERATING LICENSES AND NCTIICE OF OPPORTUNITY FOR llEARING PURSUANT TO 10 CFR PART 50 APPENDIX D, SECTION C DUKE POWER COMPANY (Oconee Nucicar -Station, Units 2 and 3)

- The Atomic Energy Conmission is considering 'the issuance of licenses to-

the Duke Power Company (the licensee)1to operate the Oconee Nuclear Station, Units-2 and 3, now under construction in Oconee County, South Carolina. A i '
notice of consideration c5 issuance has been forwarded to the Of fice of the Federal Register for publicatics on or about August 11, 1972.
Within thirty (30) days-af ter publication of the notice in the FEDERAL REGISTER any. person whose interest may be affected by this proceeding may file a request for.a~ hearing or leave to intervene.(1) with respect to whether, considering-those. matters covered by Appendix D to 10 CFR Part 50 of the Commicsion's. regulations, the provisional construction permits should be continued.. modified, terminated, or appropriately conditioned to protect environmental values; and (2) with respect to the issuance of the facility operating licenses.
Requests.for a hearing-and petitions for leave. to intervene should be addressed - to. the:Of fice' of the Secretary, 4. S. Atomic Energy Commission, Washington, D. C.

If requests for a hearing or petitions for leave to intervene are filed

within the thirty (30) day period, the Commission will issue a notice of hearing or an appropriate order.
Any person who wishes to make an oral or written statement setting forth his position may request pernission to make a limited l appearance.- Limited appearances will be granted at -the time of the -
hearing to.be : con. ducted by the ' Atomic Safety and Licensing Board. Any person whose interest may be affected by-the proceeding who-wishes to participate as -a party must file a petition for leave to' intervene. -The petition should staten the person's interest in the, proceedings, how it may be affected by the
' proposed, licensing action, and die person's contentions, in sone detail.
