0 Introduction On November 22, 1973, Ken Canady of Duke Power Company contacted A. Schwencer j
LWR 2-3, by phone and requested that Technical Specification 3.5.2.5-e,

during the Christmas holidays on Oconee, Unit 2 in order to permit calibration of x-core detectors in the range of power axial imbalance outside the administratively controlled limits established for LOCA

Schwencer contacted Peltier, LWR 2-3, and Peltier reviewed the matter j
by phone with Duke (Canady) and informed the RO Duty Officer (Henderson) of the decision to grant the waiver.
Since the appropriate AD was not available, Schwencer authorized the waiver.
Evaluation Due to an oversight in the preparation of the Technical Specification 3.5.2.5-e, latitude was not provided to exceed the administrative 1y controlled power axici imbalance limits for the purpose of calibrating

. the x-core detectors and performing other physics tests during the power ascension program.
Since the x-core detectors are used for administrative control of the l
axial imbalance, it is necessary that they be calibrated in the range of the administrative limits.
l This Technical Specification is currently under review by Licensing and will contain such a provision in the future.
i The reactor is protected by the reactor power imbalance trip envelop provided in Technical Specification 2.1, " Safety Limits, Reactor Core".
Therefore, health and safety of the public was not endangered by this te=porary waiver.
