DUKE POWER COMPA!;Y, OCONEE NUCLEAR STATION; TECHNICAL SPECIFICATIONS FOR OPERATION OF Ul;1TS 1 & 2 AND UNITS 1, 2, & 3; DOCKET NOS. 50-269, 270, AND 287 Based on a preliminary review of Revisions 24 and 25 to the Oconee technical specifications, we have concluded that the review cannot pro-ceed until a decision is made regarding the conditions under which a Lee Steam Station combustion turbine or an adjacent Oconee unit can be considered an adequate electric pouer source.
Our recoumendations are:
The technical specifications should be written without reference 1.to an adjacent Oconee unit as a power source. Although net load rejection capability is a design objective, there is, at the present time, no information available on which to base a judgment.regarding the reliability of such a power source.
If, at some future time, the applicant applies for a change in the technical specifications, it is expected that the change application would be supported by a i
descriptica of the net load rejection test procedure, the test results, and plans for conducting load rejection tests on a periodic basis.

For unrestricted operation and startup from cold shutdown conditions, i.e., Specification 3.7.1, a Lee Steam Station combustion turbine should not be considered to be one of the power sources whose availability is required by General Design Criterion 17.
The technical specifications should permit operation with a combustion turbine serving as a required power source only under those conditions previously stated in the Report to the ACRS dated July 24, 1970. In addition, the permissible frequency and duration of operation under these degraded conditions should be consistent with statements in the Report to the ACRS:
"We have considered the gas turbine as a temporary substitute power source for use only during the periods when the hydro units are not available. The applicant has estimated these periods to be approximately 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> each year plus 4 days once every 10 years when the common penstock will be drained for inspection and maintenance."
