By the enclosed letter dated April 16, 1976, Duke Power Company (DPC) propoced an attendment to the Oconce Technical Specifications which would delete the limitation for operation of Oconee Unit 3 Cycle 1 beyond 10,944 effective fuel power hours (EFPH). This limitation is to apply until supporting analysis and data pertinent to fuel clad collapse under fuel densification conditions are approved by the staff.
The licensee has completed the required analysis and has concluded that the creep collapse will j
not occur during the projected three cycles of operation.
You are requested to review the licensee's propcsal and provide a written response as to its acceptability.
