Oconee Unit 3 SUbStARY OF MEETING HELD ON OCTOBER 2, 197S, TO DISCUSS PROPOSED MODIFICATIONS TO OCONEE UNIT 3 SPENT FUEL POOL On October 2, 197S, representatives of the Duke Power Company and Combustion Engineering met the NRC staff in Bethesda, Maryland, to discuss the licensee's final plans for increasing the fuel storage capacity of the Oconee Unit 3 spent fuel pool.
By letter dated September 12, 197S, the licensee submitted a proposed Technical Specification change reflecting the planned modifications to the Unit 3 spent fuel pool. Accompanying this proposed change was the licensee's Safety Analysis Report which summari:ed the areas to be included in the discussion at the subject meeting.
A list of attendees is enclosed.
Significant discussions / agreements are summari:ed below.
The licensee discussed the design and installation procedures of the new fuel storage racks and then described the system and safety evaluations which had been performed.
(A copy of the licensee's presentation is enclosed.)
In response to questions asked by members of the staff, the licensee has agreed to provide additional information in the following areas:
1.
With respect to the structural and seismic analysis the licensee is to provide the following:
a.
The reason for referencing the Safe Shutdown Earthquake (SSE) rather than the Operating Basis Earthquake (OBE).
b.
Whether they have adhered to the load combinations and allowable stresses criteria of SRP 3.8.4.
c.
A design analysis report for the new racks.

The licensee is to identify the seismic category of the Unit 3 spent fuel pool cooling system.
3.
The licensee is to identify alternate sources of makeup for the spent fuel pool along with the approximate capacities of each.
4.
The licensee is to reverify its calculations of the ability of the spent fuel pool cooling system to remove the higher levels of decay heat.
5.
With reference to the postulated accident which involves damage to the fuel rods of one fuel assembly, additional discussion is to be provided which includes the effects, if any, that the proposed modifications potentially have on the consequences of that accident.
6.
With respect to the criticality analyses, the licensee is to provide the following:
a.
The value of the calculational uncertainty used in the criticality analysis and the basis for this value.
b.
How any uncertainties in the stainless steel thickness were taken into account.
c.
A discussion as to whether the racks are sufficiently high such that an element falling on top of the racks would be effectively decoupled from the array.
7.
The licensee is to identify the expected levels of radionuclide concentrations in the spent fuel pool and the resultant dose levels expected above the pool.
