REVIEW OF ADDITIONAL APPENDIX I INFORMATION FOR OCONEE I

We have briefly reviewed the informal response from the licensee provided with your 7/28/77 note. We re:nain concerned about the effect f'

of having the lower temperature sensor at only 1.5m above the ground for considerations of releases as partially elevated. The licensee has indicated that this lower temperature sensor is being moved to an elevation of 10m above the ground, although the expected date of this move was not identified. Because of the untertainties associated with the available data, we have two courses of action that could be pursued. The first would be to perform a conservative evaluation assuming that all releases shot.1d be' considered as ground-level.

The second would be to perform an interim evaluation using the availmkle data and the partially elevated release as proposed by the licensee, followed by a confirmatory evaluation after one annual cycle of data, with acceptable data recovery, has been cot:plsted with measurement of vertical temperature gradient between l
