Boyd, Assistant Deputy Dizector for Reactor Projects, L DEPENIENG OF QA POR OGEEE 3 We have reviewed and evaluated Duke Power Company's (EPC) letter of February 13, 1974, and refer = w J material., which is in response to our letter of January 22, 1974. %e infomation provided by EPC relates to the authority and organizational freedom of QA personnel within DPC and Babcock and Wilcar performing work on the design and construction of ner-3, his review and evaluation considered the duties, responsibilities, and authority vested in persons responsible for verification of quality by testing, inspecting, and auditing. We siso reviewed the organizational arrangement and the aMnistrative control and technical direction exercised over these persons with particular attention givest to freedom and inderre from the pressures of costs and Sr M bim.
Based on our evaluation, we conclude that sufficient authority and organizational freedom exists to enable QA personnel to perform their critical n=rtions effectively and without reservation for the design and construction of nerem 3.
