O 007 24 1973' E. C. DeYoung, Assistant Director for Pressurized Water Reactors, L DUKE POWER COMPANY (OCONEE NUCLEAR STATION UNIT 1), ABNORMAL OCCURRENCE REPORT A0-269/73-5 On October 5, 1973 Duke Power Company's Oconee 1 reactor was in violation of the Technical Specifications while trying to compensate transient xenon reactivity by control rod movement and adjustments to the borou concentration. Specifically Technical Specification 3.5.2 relating to control rod operation and Technical Specification 3.5.2.5-d relating to the adjustment of the boron concentration were violated.
Since the intent of the Technical Specifications were apparently not fully understood by Duke Power Company, it is necessary that a meeting be held with personnel from Duke Power Company and Babcock li Wilcox Company to discuss these matters.
It would also be desirable to have Ragulatory Operations represented. Thursday, November 1, 1973 would be a satisfactory meeting day for us.
