Huller, Assistant Director for Environmental Projects, L OCONEE UNIT 1 TECHNICAL SPECIFICATIONS - CIVIRONMENTAL HATTERS In accordance with our understanding that technical specifications should include limits, surveillance and reporting of a nuclear plant's influences upon the environment consistent with the assumptions made in the Environ-mental Statement for that plant, the following assistance is requested of Environmental Projects Branch No. 2.

The Oconee Unit 1, Duke Power Company, has a B&W nuclear steam supply system. The plant was designed by Duke and Dechtel. It has undergene Licensing and ACRS review, the Environmental Stateraent has been issued and it is scheduled for licensing in January 1973. However, the technical specifications were prepared prior to the a:ompletion of the envitcnnental review and consequently do not consider non-radiological matters stemming from that review.

The purpose of this request is to obtain Environmental Projects assistance in stating what specific specifications should be added to the current technical specifications to comply with our intent to cover environeental matters consistent with our Environmental Statement.

The technical specifications rust be approved and printed in final form no later than August 30, 1972 to meet our licensing schedule and therefore, it is urgent that we be specific in our gt.idance to Duke since time does not permit generalities that may result in a nucher of turn-around reviews.

Please advise the project leader as soon as possible as to when to expect specific guidance so the Orange Book Schedules can be updated.
