i TECH SPEC DEFINITION OF REFUELING PERIOD (18 months) - MARCH 19, 1974 I

The Oconee Tech Specs say that the normal refueling period should not exceed 18 months without prior approval by the AEC. Duke informed me by phone that Oconee 1 first refueling will run beyond the 18 month period.

Since the 18 month period is based on surveillance requirements tied to refueling outage I requested that Duke:

1) Advise me by phone within 30 days as to what surveillance items will

-have to be extended beyond the 18 month period because they cannot be performed <iuring other outages or by other means.

2) Advise the AEC by letter by June 30 and justify all surveillance and other items which must be extended beyond the 18 month period because they cannot be accomplished without a refueling outage.
