It is hoped that the preceding tests would resolve-the indicated excess flow problem.

Analysis of Occurrence:

The calculation of core bypsss flow has shown that the core flow is greater than 100 percent of design total flow.

Therefore, the margin of DNBR in the core has increased in the wake of an apparent excess system flow.

Therefore the health and safety of the public was not and will not be endangered as a result of this indicated excess flow.

Corrective Action:

Reactor operations at full flow will be limited to system flows not exceeding the core lift valve.

(The end-of-life valve is 113.4 percent and beginning-of life valve is approximately 115 percent).

Reactor operations have been restricted to power levels less than 80 percent of full power until the excess flow problem is resolved.
