ENCLOSURE I MEETING WITH DUKE POWER COMPANY ON HIGH-ENERGY LINE RUPTURE EVALUATION-0CONEE JUNE 12, 197_3 The purpose of the meeting was to discuss the Duke MDS Report No. 05-73.2 filed by Duke Power Company with the staff on April 25, 1973.
This report contained the " Analysis ot Effects Resulting from Postulated Piping Breaks Outside Containment for Oconee Nuclear Station, Units 1, 2 & 3."
At the meeting the staff pointed out a number of areas where the 05-73.2 report is not complete enough for the staff to complete its evaluation.
As a consequence of the meeting Duke committed to supplement the report with additional information as described below by June 22, 1973.
- 1) Provide data and discussion of electric valve operators and cables in the environment anticipated as a consequence of a high-energy line rupture in the penetration room.
- 2) _ Provide discussion of steam-line break in the oenetration rocm with regard to physical factors that would reduce penetration room over-pressure.
- 3) Provide description of existing steam-line restraint in area of safety relief valves and explore practical means to protect relief valves if needed.
- 4) Provide assessment of plant transient following a high-energy line break under the redesigned conditions - particularly with regard to the loss of all feedwater.
- 5) Provide design of new feedwater line restraint to be installed in the penetration room.
The status of plant modifications was also discussed at the meeting.
Duke reported that construction (main) was completed on Oconee 2 and that fuel loading is still scheduled for August 20, 1973.
All mechanical work is i
done on Oconee 3 and electrical work is well underway for this unit. Unit 1 was at the 40% power plateau.
