B. H. Grier Description of Item Requiring Resolution:
On Friday, January 4,1974, all the bus switches in the 230 KV switching station opened in rapid succession, causing Unit 2 to a
trip. The cause of this occurrence has not been definitively i
determined, although the licensee has substantially duplicated the occurrence by imposing an abnomal signal on a part of the switching station protection cirt:uitry.
The licensee proposes to disable this part of the protection circuitry to reduce the probability of recurrence of the event.
The licensee is expected to submit a report to the Directorate of Licensing on January ll, 1974.
R0 Recommendations and Proposed Course of Action:
- 1..The Directorate of Licensing will take lead responsibility to determine whether: a)thelicensee'sanalysisoftheoccurrence is sufficient to reasonable explain;the occurrence; b) the licensee's proposed modifications, which change the system as descrit>ed in the FSAR are acceptable.
2.
The Directorate of Licensing will detemine the. basis for resuming operation of Units 1 and 2.
3.
The Directorate of Regulatory Operations will provide additional infomation as it becomes available.
4.
The Directorate of Regulatory Operations will verify that any facility changes found acceptable to the Directorate.of Licensing are accomplished in the manner described.
