APR 2 7 ly3 NDIE TO FILES In January 1973 the staff made a preliminary review and assessment of the consequences of a high-energy line rupture external to the containment at the Oconee Nuclear Power Station. This review and assessment was based on information and a preliminary analysis provided by Duke Power Company by letter dated December 29, 1972 and at a meeting held on January 18, 1973 at Bethesda.

Based upon Duke's analysis, the Ocones Units 1, 2, 3 can be shutdown safely and maintained in a safe shutdown condition following a steamline or i

feedwater line rupture at any of the high stress areas in the piping. However, e

there are two breaks in the feedwater lines for which single failure criteria i

b would not be met.

I Based upon information provided by Duke, plant modifications are required to

assure that the single failure criteria is met.

l Duke needs to look more closely at other high energy piping and to qualify critical equipment for operation in the environment created' by a steamline I

or feedwater line rupture.

The staff recommended that the modifications required to constrain feedwater lines to assure that the single failure criteria is met be made as soon as practical and believe that operation of Oconee 1 in the three to four months' modification period will not constitute an undue risk to the general public.

Since the ' meeting and the staff's recomendation, Duke Power made firm comitments, by letter dated January 26, 1973, to institute interim measures

\\

to reduce the probability and mitigate the consequences of a high-energy 3

line rupture and to perform a detailed analysis and plant modification

~

study to correct any plant deficiencies restC. ting from this analysis.

On April 25, 1973 Duke subnitted the analysis and proposed plant modifications.

This material is now under review.

The staff has no known basis for revising its original recommendation at this time.
