DeYoung, Assistant Director for PWR's, L OC03EE-1 CORE FLOOD LINE I;REAK N1ALYSIS The Duke Power Co. has submitted, as Revision 26 to the Oconee FSAR, an* analysis of a core flood line loss of coolant accident. You have asked the Operational Safety Branch to determine if the Oconee-1 shift personnel could perform the necessary subsequent operations, i.e.
provide additional cooling water by cross connecting the low pressure I
injection pumps at the pump discharge and equalizing the flow in each low pressure injection line by positioning the control valves in each line.
Duke has stated that the discharge crossover valves can be operated remotely from the control room, that local handwheels are available for manual operation and that an operator can arrive at the valve location within 5 minutes.
It is also understood that the flow equal-ization can be accomplished within 15 minutes, and that this time will insure the necessary core cooling.
Therefore, we have detemined that the shift staffing as specified in the Technical Specifications for Oconee-1 (5 persons) is sufficient to perform the necessary valving to safely mitigate the consequences of a core flood line LOCA. Specific procedures should be prepared to delineate the operator actions, and should address the possible malfunction of the remote control features of the crossover valves.
Provisions should be made for the periodic testing of the valves, in both the automatic and the manual mode.
