Q ;99 Mr. Norman C. Moseley, Director U. S. Nuclear Regulatory Commission Suite 818 230 Peachtree Street, Northwest Atlanta, Georgia 30303 Re: Oconee Unit 1 Docket No. 50-269 RO-269/76-9

Dear Mr. Moseley:

Reportable Occurrence Report R0-269/76-9, submitted by my letter of June 23, 1976, described an incident in which Keowee Hydro Station Unit 2 was inadvertently separated from the underground and overhead transmission lines.

The following information, supplemental to that report, discusses the results of further investigation that has been conducted in regards to this incident:

Investigation has indicated that one probable cause of the spurious electrical trips experienced during this occurrence were the result of induced voltage spikes occurring in the Keowee control circuit l

wiring and the Keovee Security System wiring.

The Security System wiring utilizes conductors in the cabling to the electrical switchgear and breakers, and due to the proximity of the wiring, had induced voltage spikes. Additionally, it was noted that the control circuit wiring was not electrically teminated in the best manner to prevent the occurrence of these stray voltage spikes.

To prevent recurrence, the security wiring has been relocated and separated from the control wiring.

Also, the control wiring will be electrically terminated in a more suitable manner to prevent the interference of stray voltage spikes.

This action will be completed by September 13, 1976 and subsequent testing will be performed to verify the success of these changes.

Very truly yours, William O. Parker, Jr.
