Please refer to your letter of August 22, 1969 seeking information in connection with the comments and recommendations of the U S Fish and Wildlife Service regarding the radiological environmental program for our Oconee Nuclear Station.
With respect to radiological monitoring, we coordinated our program with the South Carolina Wildlife Resources Department and have incorporated their recommendations into our environmental radioactivity monitoring program for Oconee.
In addition, our program was thoroughly discussed with the South Carolina Pollution Control Authority and the South Carolina Board of Health, Department of Radiological Health.
I informally advised personnel of the Atlanta Regional Office of the U S Fish and Wildlife Service that we were engaged in such a program and were cooperating closely with the above state agencies in its execution. The highlights of our program are as follows:
1.
Animal samples recommended by the South Carolina Wildlife Resources Department are being collected by a Duke Power wildlife biologist. These samples are being collected under a special permit issued by the SCWRD.
2.
Fish samples from the Hartwell Reservoir and Lake Keowee are being collected by the SCWRD.
3.
Arrangements for sharing samples and data have been made with the South Carolina Pollution Control Authority and State Board of Health, Department of Radiological Health.
4.
An environmental radioactivity monitoring station has been established on the Clemson University Campus in cooperation with the U S Weather Bureau and the Agricultural Experiment Station.
Preliminary results of our environmental radioactivity monitoring program are described on pages 2-9 through 2-17 of our FSAR which is our only published report to date.
Fifteen extra copies of these pages are enclosed.
In addition, fifteen copies of a one page summary of fish and wildlife samples are attached.
Other samples have been collected but analysis data is not yet available in a summary form. We plan to pre-pare a report in early 1970 covering the first 12 months of the Oconee pre-operation cnvironmental radioactivity monitoring program.

Dr Peter A Morris Page 2 October 16, 1969 With respect to thermal effects, this subject was exhaustively reviewed with the Fish and Wildlife Service as a part of the proceedings in connection with our application for a Federal Power Commission Ilcense to build the Keowee-Toxaway Project. A summary of our program to forecast thermal effects is given in a memo dated July 25, 1969, fifteen copies attached. As a part of our continuing program of monitoring water quality characteristics on our many lakes, we are sampling in Lake Keowee and at Hartwell Reservoir as described on the memo entitled, " Lake Keowee Water Monitoring Program", dated September 10, 1969, fifteen copies attached. We will continue our water quality monitoring program before and af ter operation of Oconee to test the efficacy of our forecast criteria.
