Dear Mr. Moseley:

In response to your letter of November 5, 1974 which transmitted RO Inspection Report 50-269/74-9, please find attached our response to Section I.A.

With regard to the completion of the' program that has been initiated to solve the problem with stack effluent monitors RIA-43 and RIA-47, we plan to commence a test and evaluation period for the Unit 1 monitors on December 15, 1974.

After approximately one month of testing,and provided the results are favorable, the other monitors will be modified within six weeks provided necessary parts are available.

Duke Power Company does 'not consider any information contained in RO Inspection Report 50-269/74-9 to be proprietary.

r DUKE POWER COMPA?Y RESPONSE TO RO INSPECTION REPOAf 50-269/74-9 I.A.1 Reporting Environmental Information Oconee Technical Specification 6.6.1.3.e.(6)(a)4. requires that the Semiannual Report include for each environmental medium sampled the highest, '

lowest, and average concentration (or level of radiation) for the sampling point with the highest average, and a description of the location of that point with respect to the site.

Contrary to the above, the January-June 1974 Semiannual Report did not include the required information.

RESPONSE

As reported in the January-June 1974 Semiannual Report, there were no sample locations at which levels were found to be above background.

Therefore, it would not have been meaningful nor consistent with the intent of Specification 6.6.1.3. (6)(a) to report highest, lowest, and average levels.

I.A.2 Environmental Sampling and Analysis Oconee Technical Specification 4.11.1 (in effect prior to July 19, 1974) required, in part, that environmental samples taken in accordance with Table 2-la of the FSAR be collected and processed in accordance with Table 4.11-1 of the Technical Specifications.

Contrary to the above, the following omicsions were noted:

(a) Terrestrial vegetation samples, required f rom Keowee High School (Location 003), had not been collected; (b)

'Sr analyses, required for both animal and fish samples, had not been performed for either.

RESPONSE

89 The Sr analyses were inadvertently overlooked when they were added to 89 analyses of the Technical Specifications. The requirement for Sr animals has since been deleted.

Detailed procedures have been written covering the requirements of Technical Specification 4.11 and should prevent any recurrence.

I.A.3 Environmental TLD Location l

Oconee Technical Specification 4.11.1 (effective July 19, 1974) requires, in furt, that an environmental radiological monitoring program be conducted in accordance with Tables 4.11-1 and 4.11-2.

RESPONSE

The specified Location 002.1 was a typographical error and should have been Location 002. A change to this Technical Specification has been requested and is currently under review by AEC/ DOL.

The detailed procedures noted in I.A.2 above should assure that similar incidente do not occur.
