As an int er'renor in the constructir.. percit proce edings for Duke Power Conpany's McGuire and Catawba plants I ha'te followed v.ith tuch interest their cuality assurunce perfornance at Oconce.
I ha te recently been tisited by a ran v.ho v.as employed as an engineer by Luke f c" a period in e:ccess of four years.
Of this ;criod, eighteen conths were spent at Oconce in relation to y/. cat ters in electrical systers.
He has protided a copy of instructions to QC inspectors dated Sept. 26, 1972, unsigned but initialed KiS/iri.
In ny reading of this paper I can.:ec cle a-4 *4 cut ion of the su bordination of QC to Lesign sngineering and the e:.:clusion of qC fron naking findings or inputs with respact to confornunce with the FSAR or with 10CFH50.
