These changes are required to support the operation of Oconee Uni: 2 at full ra:ed pcVer during Cycle 4 This proposal consis: of the foll wing changes.
The Core ?:ctec:ic: Safety Limits and Protec:ive System Maximus Allowable Se:pcin:s contained in Speci-fica icns 2.1 and 2.3 respec:ively, have been revised.
The bases of Specifi-redue:icaofy)Iposedremovaloforifice:d carica 2.1 has been revised to reflect the p-a g :o 1.71.
Specifica:ica 3.2 assenblies and :he subsequen:

This change in the xenen reac:1vi:7 specifica:ica is based on :he considera: ice of :he effect of :he ::ansian: xenon en pcwer peaking calcula:ed for Oconee 1 Cycle 5, Occeee 2 Cycle 4, and Oconee 3 Cycle 4 and based on eccfir=atice tha:

.' Mr. Harold R. D1nton, Director Ptga Two September 13, 1978 On June 3, 1973, Duke Power Company filed a request for exenpcion from 10CFR30, 150.46 for Oconee Unit 3 based on a staff request.
It continues to be our posi: ion tha: the Oconee ECCS is curren:17 acceptable and wholly in coafor:-
ance with LOCF330, 150.46.
Inprovements to the ICCS prior to the startup of Uni: 2 following the forthcoming refueling are neither necessary nor feasible.
Ecweve'., in response to a staff requirement and pursuant to ICCF330, 150.12, i: is hereby requested that an exemption be granted :o the provision of ICCFR 50, 150.46 and that Oconee Uni: 2 be licensed to operate at full rated core thernal power (2568 MW:).
This proposed revision to the Oconee Nuclear Sta: ion Technical Specifications is :ensidered to involve a single saf ety issue wi:h no significant hazards involved and two duplicate acendments for the identical Oconee units.
Accord-ingly, a check in the a=ount of Si,300 is attached, consisting of :he licensing f ees for one Class III amend:ent and two Class I anend=ents.
Three signed originals and thirry-seven copies are provided in this submittal.
