Dear Mr. Voigt:
Your January 30, 1980 letter to Mr. Rosenthal reported

.that the co-owners of the proposed Sterling facility would not reach a final decision respecting the continuation of the pending licensing proceeding involving that facility until after they had reviewed the then un-released opinion of the New York State Board on Electric Generation Siting and the Environment.
The letter went on to indicate that, when a decision had been made, he would be notified "as soon as possible".
Not having heard further from you in that regard, Mr. Rosenthal assumes that the Sterling co-owners remain undecided as to the course of action which they should pur-sue.
He has asked me, however, to request confirmation of the correctness of that assumption.
The request is prompted

in part by a letter to the editor of the Rochester.(N.Y.)
j Times-Union, which was published in that newspaper on March 31, 1980.
Signed by Judith E. Houston, a public re-lations specialist in the employ of the Rochester Gas and Electric Corporation, the letter flatly stated that "the Sterling Project was cancelled".
Presumably, that step had f
been taken following the issuance of the Siting Board's opinion on February 11, 1980.
