SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATI0il SUPPORTING AMENDf1ENT NO. 27 TO FACILITY LICENSE NO. DPR-71 CAROLINA POWER & LIGHT COMPAtlY BRUNSWICK STEAM ELECTRIC PLANT, UNIT N0.1 DOCKET N0. 50-325 1.0 Introduction By letter dated May 9,1980, Carolina Power & Light Company (the licensee) requested a change to the Technical Specifications for Brunswick Steam Electric Plant (BSEP), Unit No. 1 to extend the inaccessible snubber inspection period. This proposed license amend-ment would temporarily (one time only) extend the inspection interval for up to 30 days to June 15, 1980.
2.0 Discussion The proposed amendment would allow the licensee to continue to operate BSEP Unit No.1 for a brief period of time beyond the end of the present inaccessible snubber inspection interval.
If this one time extension were not granted, BSEP Unit No. I would have to be shut down on May 16, 1980 to perform an inspection of the inaccessible snubbers.
Due to unexpected delays in the Unit 2 refueling outage, return to power operation has been extended in order to complete extensive safety system modifications. Unless the requested relief is granted, both BSEP Units will be shutdown during unfavorable weather conditions creating a situation with less than sufficiant system capacity to meet the. load forecast. The purpose of this safety evaluation is, therefore, to determine whether a delay in the performance of the inaccessible snubber inspection at BSEP Unit No. I will have a significant impact on the health and safety of the public.
3.0 Evaluation To judge the acceptability of extending the required 2nubber i~pction interval, we reviewed the results of the last inspections of inaccessible snubbers at BSEP Unit 1.
The inspection conducted in September 1979 identified 4 inoperable snubbers:

System Condition 3/4" instrument line slipped clamp / extended shaft 3/4" instrument line slipped clamp / extended shaft 10" SRV discharge line would not lock up Based on the results from the last two inaccessible snubber inspections at BSEP Unit 1, it appears that an improvement has been made in both the number of inoperable snubbers identified and the significance of the affected systems.
Discounting the smaller lines (<3") on the basis that they are not as susceptible to damage in a seismic event, an improvement in snubber operability has been demonstrated. This trend would seem to support a small extension of the inspection interval.
Since mid March 1980, the beginning of the next inspection interval window of opportunity, there have been no scheduled outages of sufficient duration to conduct the inaccessible snubber inspection at BSEP Unit 1.
The maximum interval allowed based on the most recent operability status is 155 days, which expires on May 16, 1980.
We have agreed, after discussions with the licensee, to grant a one-time extension of ten days until May 26, 1980. This is three days more than the minimum 7 days CP&L felt would be necessary to avoid a system capacity problem, and should be adequate to account for further delays in the startup of BSEP Unit 1.
This extension represents about a 6.5% increase in the inspection interval and is judged to be accept-able for this one time. Also, since the most recent snubber failure history has indicated a tendency to be associated with small lines, there is reasonable assurance that the snubber performance will not be compromised during the short extension period being considered.
Based on the above, the limited reiaxation of the tightened inspection interval for BSEP Unit flo,1 to permit a delay until no later than May 26, 1980 to conduct the next inspection of the inaccessible snubbers, is acceptable.
n s 4.0 Environmental Consideration i
We have determined that this amendment does not authorize a change in effluent types or total amounts nor an increase in power level and i
will not result in any significant environmental impact. Having made this determination, we have further concluded that this amendment

involves an action which is insignificant from the standpoint of

environmental impact and pursuant to 10 CFR 551.5(d)(4) that an environmental impact statement, negative declaration, or environmental impact appraisal need not be prepared in connection with the issuance of this amendment.
5.0 Conclusion 1
We have concluded, based on the considerations discussed aLJve, that:
(1) because this amendment does not involve a significant increase in i
the probability or consequences of accidents previously considered and does not involve a significant decrease in a safety margin, the amend-j ment does not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the
- blic will not be endangered by operation in the proposed manner, and (3) such activities will be conducted in compliance with the Commission's regula-tions and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
