SUMMARY

OF MEETING WITH GE AND CECO ON BARRIER FUEL DEMONSTRATION A meeting was held with representatives of Commonwealth Edison Company (CECO) and General Electric Company (GE) on March 25, 1980. The purpose of the meeting was to update the NRC staff on the GE barrier fuel pro-gram, to describe a planned demonstration of the fuel in the Quad Cities Unit 2 core, and to seek staff approval of the proposed docu-mentation and schedule for the demonstration. A list of attendees is given in Enclosure 1.

An outline of the total presentation is given in Enclosure 2.

A handout on the detailed GE presentation is too bulky to include here as an enclosure, but is available from Frank Coffman, RSB or from Ralph Meyer, CPB.

GE described the work already done, primarily at the Vallecitos facility, on the development of fuel having high resistance to pellet-clad inter-action (PCI). As a result of this work, four barrier lead test assemblies (BLTAs) were loaded into the Quad Cities Unit 1 core in February 1979 for incore tests yet to be completed.

What is now proposed is a demonstration program in which 132 assemblies of the barrier fuel will be loaded into the Quad Cities Unit 2 core in about November,1981 (next scheduled refuel).

In order to proceed with the Quad Cities Unit 2 demonstration, CECO and GE were seeking reasonable assurance froni the staff that the proposed demonstration is viewed favorably by the staff. A topical report on the specifics of the barrier fuel, a " generic program document", will be submitted by May 1980 for staff review and approval. Staff approval is requested by October 1980 in order that GE can prepare the plant / cycle unique topical report (LTA) for the next operating cycle of Quad Cities 2.

Remarks by CECO re9sentatives included the observation that Commonwealth had, perhaps more than other utilities, a particular interest in this program. Their current projections are that, by 1985, 65% of their generating capacity will be nuclear. Load following operation of their nuclear units (rather than base load as is generally the case) becomes an increasingly important economic consideration. This leads of course to increased stress on fuel cladding.

' APRIL 3 1980 The Department of Energy (DOE) has sponsored this progra, to improve nuclear fuels since 1977.. A DOE representative at the meeting emphasized that DCE regards this program as an important one in the nuclear contri-bution to the nation's energy program. He requested that NRC lend maximum cooperation to the program, consistent with protection of the health and safety of the public.
