l REVIEW OF RESPO3SE TO QUESTIONS FOR 21E OCONEE UUCLEAR STATION UNITS 2 & 3 I have reviewed the responses to our questions, submitted by Duke Power 1
as Revision 20 to the r$AR for Oconee 2 & 3, dated I!ay 25, 1972. The responses are satisfactory except as noted below.

1 12.1 The answer to this question is unclear. If the term " checkout phase" i
refers to that ti=c cot::nencing with fuel loading, the response is unsatisfactory. One SR3 will be required for each unit.
12.4 The applicant should state his intentien to pursue obtaining written agreements with all of the offsite organi: ations listed in section 12.3.2.3(c).
12.6 Answer unsatisfactory. If the Shift Supervisor is to assume responsibility for the protection of the general public in the first critical hours following an emergency, then the action levels presented in 12.3.2.7.2(b) cust be more conservative.
I 12.7 Answer unsatisfactory. During the period of initial operation of each unit, the Cencral Office Review Corsnittee should meet no less frequently than once per calendar quarter.
i 12.8 Answer unsatisfactory.
