Uciding Program Deficiencies The licensee's report on welding deficiencies has not yet been made available to RO:Il for review.
DPC had indicated that the report wculd be available for RO's review by August 31, 1973.
Duke is nou indicating that the report will he available early in Septcnher and certainly before initial fuel loading date.
l This matter was an outstanding item on Oconce 1 and has been

resolved for that unit.
Since the program for Oconee 2 is essentially identical to that used for Oconee 1, DO is not anticipating any dif ficulty in resolving this matter.

Baseline Data R0's review of the baseline data for Oconce 2 remains to be done.
The licensee had indicated that the report would be availabic by Septembef 1, 1973, for our review. They have recently stated that B&W has mailed the report and it should be available at Oconee for R0's review during the week of September 10, 1973.
RO:Il expects that the Oconce 2 report vill be similar to the Oconce 1 repcrt and does not anticipate any difficulty in resolving this matter once we have the opportunity to complete cur review.

Licensee's Approval of Test Results RO's determination that the licensee has completed all testing, reviewed the test results and has approved all testing as being acceptable remains to be done.
At the present time, the results of 44 test procedures, 98 instrument procedures and one periodic test procedure remain to be approved by the plant superintendent or responsibic group head. The tests have either been conducted and have been reviewed by the test coordinator or are scheduled to be run during hot functional testing.
The final review and acceptance is actively in progress and RO expects to find all tests accepted by initial fuel loading date.

Reactor Conlant Ptup Flew Det erminat ion An unresolved item, 73-4/1, " Reactor Coolant Pump riou," is currently being carried for Oconce 1.

A report on Unit 1 RC flow deterninetion was received f rom Duke Pouer Ccmpany on August 23, 1973. The revults of Unit 2 RC flow t esting currently being donc during hot functional testing vill be compared with the Unit i report.
RO is expecting to find that Unit 2 RC flow, will be greater than design flow presented in the FSAR by about 8 per cent.
In this event, lleadquarters guidance will be requested.

Verification of hood air flow in Unit 2 sampling room, b.
Mininization of halogen losses in outside sample delivery c.

RO's understanding is that these three items will be completed prior to the licensing date.

Operation's QA Plan R0's review of the QA plan for operations was completed during the August 28-31 inspection (Report No. 50-270/73-11). The findings were favorabic.

Physical Security Plan RO's review and inspection of the physical security plan Results implementation for Oconce 2 is currently being done.
