For Oconee Unit 1, Duke Power Company has determined that no Technical Specification y

changs are required. See enclosed letters d

h dated April 14 and May 6,1975.

For this unit, rod interchange has taken place.

jJ For Oconee Units 2 and 3, revised rod with-drawal limits have been proposed since the hot zero power ejected rod worths after con-trol rod interchange have been predicted to exceed 1% delta k/k for certain control positions allowed by the present Technical Specification 3.5.2.5.

Technical Review is requested to review the i

information submitted May 9,1975, for Units 2 and 3 for acceptability and provide a written evaluation to be used as nput to an SER related to the requested change.

Please note, 'in particular, that the proposal, if adopted in its present form, would permit the rod insertion limit curves to be exceeded for a period of up to two hours.

Since the proposed curves now include limitations neces-l sary to maintain ejected rod worth below allowable limits as well as limitations associated with LOCA power-peaking, the change would allow ejected rod worth limits to be exceeded for 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />, in addition to the previously allowed deviations which are concerned only with LOCA

power peaking limits.

Specific comment is requested on the acceptability of this aspect of their i

proposal.

Although no changes to the Technical Specifi-cations for Unit I have been requested, an evaluation of Duke Power Company's position i

in this matter is requested to document our review.
