Improper removal from service of backup emergency power source Conditions Prior to Occurrence:

Oconee Unit 3, 100 percent full power Description of Occurrence:
On August 11, 1975, the Keowee Hydro Station Unit 1 battery was removed from service for charge as permitted by Technical Specifications.
This condition was approved by the Shift Supervisor and an out-of-normal sheet was issued at 0900. At 1400, Keowee maintenance personnel ascertained that Keowee Unit 2 was not required for load considerations and informed the Unit 1 Control Operator that Keowee Unit 2 would be removed from service for maintenance. Keowee Unit 2 was placed in emergency lockout which disables the Oconee emergency start engineered safeguards signal.
The Control Operator notified the Shift Supervisor that Keowee Unit 2 had been removed from service for maintenance.
The Shift Supervisor realized that Keowee Unit 1 battery charge was still in progress and immediately ordered the battery charge to be terminated and Unit 1 battery placed in se rvice.
This incident resulted in Keowee Unit 1 battery and Keowee Unit 2 hydro generator being out of service simultaneously for 15 minutes.
Designation of Apparent Cause of Occurrence:
The apparent cause of this occurrence was personnel error on the part of the Keowee maintenance personnel in that they did not obtain the Shift Supervisor's permission prior to removing a Keowee unit from service for maintenance.
Analysis of Occurrence:
This incident resulted in Keowee Unit 1 battery and Keowee Unit 2 hydro generator being removed from service simultaneously for 15 minutes.
Emergency power was still available to Oconee because the Keowee Unit 2 battery was connected to Unit 1 loads during the time the Unit 1 battery was removed from service for charge. Keowee Unit 1 was connected to the underground feeder before Keowee Unit 2 was removed from service.
It is concluded that the health and safety of the public was not affected by this incident.

Corrective Action:
' This situation has been discussed with the Keowee Hydro Station Superintendent and he has emphasi::ed to his personnel the need for obtaining Shift Supervisor approval prior to initiating maintenance of the Keowee units.
The Oconee Shift Supervisors have been reminded of their responsibility for complying with Technical Specifications.
It was stressed that prior to beginning work at Keowee Hydro Station, the out-of-normal check sheets will be checked and the Control Operator will notify the Shift Supervisor for approval prior to the start of Keevee maintenance work.
