My lettet of February 15, 1977 informed you, pursuant to Oconee Nuclear Station Technical Specification 3.9.1, that the experienced rate of release of radicactive materials in liquid wastes when averaged over the first calendar quarter in 1977 would result in exceeding twice the annual objectives if continued at the same release rate for the year.

This condition existed due to an incident which is described in Reportable Occurrence Report R0-269/77-3, submitted to NRC/0IE regional offices by letter dated February 3, 1977.

Oconee Technical Specification 3.9.1.5 requires that the licensee define and initiate a program of action to reduce such release rates to the design levels.

In Attachment A to an April 20, 1977 letter from Mr.

C. Horn, Jr.,

to Mr. 2. Volgenau, NRC/0IE, a discussion is provided of actions taken to provide assurance that recurrence of this incident does not occur.
